Salary reform for executives at state-owned companies has been underway for over a decade. Yin Weimin, minister of human resources and social security says detailed guidelines are expected to come out at the end of this month.
央企負責人薪酬改革已經進行了十年,人社部部長尹蔚民表示,詳細的配套政策將于3月底出臺。
薪酬改革即salary reform,央企負責人(executives at China's major State-owned enterprises/SOEs)薪酬今年1月起執(zhí)行新方案,統(tǒng)一薪酬組成包括:基本年薪(basic salary)、績效收入(performance-based payment)、任期激勵(incentive income during the tenure)?;灸晷绞茄肫笤趰徛毠て骄べY的2倍;績效收入不超過基本年薪的2倍。任期激勵不能超過基本年薪績效工資的30%。
2014年8月,中共中央政治局(the Political Bureau of the Communist Party of China Central Committee )召開會議,審議通過了《中央管理企業(yè)負責人薪酬制度改革方案》(a reform plan for the payment packages of executives of central SOEs )。此方案1月份開始實施。
李克強在政府工作報告中指出,薪酬改革是央企改革的一部分,中國還將完善現代企業(yè)制度(improve the modern enterprise system),改革經營者激勵約束機制(reform the incentive and restraint mechanism for managers),加強國有資產監(jiān)管,防止流失(strengthen the supervision of State-owned assets to prevent their loss)。
